The Kinniya Urban Council is established as Village Council in 1956 and later it was upgraded as Town council. In 2006 it was upgraded and functioning as Urban Council. The administration limit consists an area of 7.52 square kilometers which is divided 17 divisions for administrative convenience. It is bordered by the Town and Gravts and Kinniya Pradeshiya Sabhas from the North and south respectively the west area is a coastal site bordered by the Bengal Sea. The population of permanent residents of this council limits is about 48093. The council consist 13 elected members.
Kinniya Urban Council has been providing many services to its tax payers such as solid waste removal, road maintenance, drainage maintenance, public ground, public library, public markets building approvals, local water supply services and disaster related services etc. IMany governments institution including DS Office, Base Hospital, Zonal Education office, Veterinary office, Agriculture regional Office are located within the Kinniya UC limits.
The weather condition of this area with low land and dry zone and 23% of area are lagoons in the total land area. Annual rainfall of this area which occurs during the north east monsoon season is between 2800 - 3200 mm. Kinniya Bridge which is the Sri Lanka's longest bridge is connecting the Kinniya town to Trincomalee and Mutur towns through A15 Batticaloa highway. The last council was elected in the local government election 2018 and 8 members were selected by the elections and five members were selected as bonus seats. This council was dissolved in 19th of March 2023 according to the gazette notification
